Trick-or-treating is Customary in many Countries. The Question said is " Trick or Treat?". The "trick " is a Idle threat to perform mischief on the home that no treat is given. I say it is Idle because if not I am sure it would be a must to have candy in every home in fear of what may happen if they do not have candy.

The tradition of dressing up and going door to door asking for treats on holidays have date clear back to the middle ages ( such as Christmas Wassailing). Trick or treating resembles the medieval practice of Souling, When poor folk would go door to door on " Hallowmas" ( November 1st) to receive food in return for prayers for the dead on "All souls Day"  (November 2nd).
Did you know in some parts of Canada children say " Halloween Apples" instead of " trick-or-treat".  Though Apple giving is not allowed to in Canada; In 1960 something there were stories of razors hidden in side Halloween apples.

What is the first thing that comes to your mind when you think Halloween?
I think Dressing up!
What do you think of when you think of Trick-or-treating ?
I think of those Orange pumpkin baskets
